How can a lower headline price become a higher total?

Create a comparable scope first

Two prices prepared against different drawings, quantities or quality assumptions are not truly comparable. Architectural, structural, mechanical and electrical scope should be issued under the same revision.

Open up the assumptions behind the total

A lower price may reflect missing scope rather than better procurement.
